Valid IDs for Voter Registration and Voting in the Philippines
Knowing which IDs are accepted by COMELEC helps you prepare for voter registration and election day.
🪪 Valid IDs Accepted for Voter Registration
When you register as a voter, present at least one (1) valid, photo-bearing ID. The following are accepted:
- National ID / PhilSys ID card
- Philippine Passport
- SSS, GSIS, or Unified Multi-Purpose ID (UMID) card
- LTO Driver's License or Student Permit
- PRC License card
- NBI Clearance
- Postal ID card
- Senior Citizen's ID card
- PWD ID card
- Student ID card or Library card
- Barangay Identification or Certification with photo
- Certificate of Confirmation from NCIP (for Indigenous Peoples)
- Other government-issued IDs with photo
❌ IDs That Are NOT Accepted
The following are not valid for COMELEC voter registration:
- Community Tax Certificate (Cedula)
- PNP Clearance
- Employer's ID / Company ID / Employee ID
🤝 If You Don't Have a Valid ID
You may still register by being identified under oath by:
- Any registered voter of your precinct, or
- A relative within the fourth civil degree of consanguinity or affinity
One identifier can vouch for a maximum of three (3) applicants only.
🗳️ Do You Need an ID to Vote on Election Day?
Technically, no valid ID is required to vote — your identity is verified through the Election Day Computerized Voters List (EDCVL). However, it is strongly recommended to bring at least one government-issued photo ID just in case.
💡 Tip: Get Your Free National ID
If you don't have any valid ID yet, the Philippine Identification System (PhilSys) National ID is free to obtain. Visit a PhilSys registration center near you or check the PhilSys website for details.
