The Office of the Ombudsman dismissed plunder, malversation, and graft complaints against Executive Secretary Ralph Recto and PhilHealth CEO Emmanuel Ledesma Jr. over the controversial transfer of ₱60 billion in PhilHealth reserve funds to the national treasury, ruling in a 40-page resolution that there was no prima facie evidence the money was used for personal enrichment — and noting Recto later ordered the funds returned after the Supreme Court struck down the budget provision that authorized the transfer.
