The official number is due Oct. 6.\u003C/p>\n\n\u003Cp>The Bangko Sentral ng Pilipinas (BSP) targets inflation of 2 to 4 percent. A September reading anywhere in the forecast range would be the seventh straight month above that band. The BSP&#39;s stated response, as reported by the \u003Cem>Star\u003C/em>: it &#34;will remain vigilant and guided by incoming data&#34; while assessing geopolitical and weather effects. That is a statement of attention, not of action, and it does not say what the central bank would do if the data keep coming in worse.\u003C/p>\n\n\u003Ch3>What is pushing prices up\u003C/h3>\n\n\u003Cp>According to the \u003Cem>Star\u003C/em>, the drivers cited by analysts are bad weather lifting the prices of vegetables, fish, rice and fruit; higher domestic petroleum prices; and peso depreciation that makes imports costlier. Partial offsets are lower meat prices and lower electricity rates.\u003C/p>\n\n\u003Cp>RCBC Chief Economist Michael Ricafort, quoted by the \u003Cem>Star\u003C/em>, expects 6.7 percent for September, pointing to weather-related food constraints, energy costs, currency weakness and what economists call an unfavorable base effect: inflation was just 1.7 percent in September last year, so this year&#39;s increase is measured against an unusually low starting point.\u003C/p>\n\n\u003Cp>Ricafort also warned of &#34;second-round effects,&#34; including from the ₱60 Metro Manila minimum wage increase and the continuing pass-through of energy and import costs, meaning prices could stay elevated even after the original shocks fade.\u003C/p>\n\n\u003Ch3>The numbers don&#39;t quite line up\u003C/h3>\n\n\u003Cp>\u003Cstrong>Analysis:\u003C/strong> Two sets of numbers deserve to be held side by side. According to the \u003Cem>Philippine Star\u003C/em>&#39;s Sept. 26 report by Keisha Ta-Asan, the International Monetary Fund now projects 2026 inflation at 5.6 percent, a slight trim from 5.7 percent, while cutting its 2026 growth forecast to 3.4 percent from 3.9 percent. IMF mission chief Andrea Pescatori was quoted as saying the BSP&#39;s tightening &#34;has kept inflation expectations anchored&#34; and that the policy stance is &#34;approximately neutral.&#34;\u003C/p>\n\n\u003Cp>A full-year average is not a single month, so the figures are not strictly contradictory. But an economy forecast to post 6.4 to 7.4 percent inflation in September, after 6.1 percent in August and seven months above target, makes &#34;anchored expectations&#34; and a &#34;neutral&#34; stance a generous description for households paying the bill. Neither the IMF nor the BSP has said, in the reports cited here, how much further above target inflation would have to go before the stance stops being neutral. That question remains unanswered.\u003C/p>\n\n\u003Cp>The IMF also raised its 2027 inflation forecast sharply, to 4.1 percent from 3.3 percent, according to the same report, which suggests the fund does not expect the problem to vanish with the year.\u003C/p>\n\n\u003Ch3>Context\u003C/h3>\n\n\u003Cp>The price pressures arrive amid an energy crisis that has already prompted the government to suspend excise taxes on LPG and kerosene, a measure Customs says costs at least ₱700 million a month, and a record-high debt burden that will absorb ₱1.114 trillion of the proposed 2027 budget in interest. The IMF cited weaker second-quarter performance, sluggish investment, delays in public infrastructure spending, elevated global oil prices and El Niño-related food supply risks as reasons for its downgrade, according to the \u003Cem>Star\u003C/em>. Manufacturing GDP contracted 2.3 percent in the second quarter, per the same report.\u003C/p>\n\n\u003Ch3>What is still unknown\u003C/h3>\n\n\u003Cp>The official September figure from the Philippine Statistics Authority will not be released until Oct. 6. The BSP has not said what policy steps it is considering.
