Makes the ₱73-Million Confidential Fund Disallowance Final; the Palace Dares Sara Duterte to Explain, and the OVP Promises "Remedies"","The state auditor rejected the OVP's motion for reconsideration over ₱73.287 million of a ₱125-million confidential fund spent in 11 days in December 2022; the OVP says it will pursue legal remedies, but has not publicly explained the spending.","
Eleven days, ₱125 million, and an audit finding that has now survived appeal.

Malacañang on Friday, Oct. 9, challenged Vice President Sara Duterte to explain the Commission on Audit's final disallowance of ₱73.287 million in confidential fund expenditures by the Office of the Vice President, according to the Daily Tribune's Raffy Ayeng, reporting from Singapore. Palace Press Officer Undersecretary Claire Castro said the ruling raises serious questions about how the funds were spent and accounted for.

What COA decided

Per the Tribune, COA "affirmed with finality" the disallowance of ₱73.287 million out of ₱125 million in confidential funds released to the OVP in December 2022. The money was spent over 11 days, from Dec. 21 to 31, 2022.

Auditors found the OVP did not comply with the rules on using and liquidating confidential funds under Joint Circular No. 2015-01. They also flagged ₱3.5 million charged to confidential funds for tables, chairs, desktop computers and printers, which lacked sufficient documentation showing they were used in confidential operations. COA rejected the OVP's motion for reconsideration, including its claims of due process violations and its challenges to the audit findings.

The Palace's line, and the OVP's

Castro said Duterte should address the findings directly rather than dismiss questions about the handling of the funds. She criticized the Duterte camp for repeatedly claiming ignorance of questioned transactions, arguing that a presidential aspirant cannot consistently claim no knowledge of such issues, as relayed by the Tribune.

The Tribune's article does not quote Duterte. It refers to an Oct. 7 report in which the OVP said it would pursue appropriate legal and institutional remedies against the disallowance. That is a statement about process, not an answer to the question of where the ₱73 million went.

What this does and does not show

A disallowance concerns the validity and documentation of expenditures. By itself it does not establish criminal liability or prove that funds were diverted for personal use, as the Tribune notes. It does mean the state's auditors looked at the paper trail for the money, found it wanting, and, after an appeal, stood by that finding. It is also worth noting that the Palace is no neutral referee here: Duterte is the subject of an ongoing Senate impeachment trial, and Castro's remarks come with obvious political edge.

Still unanswered

No public breakdown has been reported of what the disallowed ₱73.287 million bought, who received it, or who is personally liable to return it. The OVP has not said what the "remedies" would be or on what timeline.

Context

Confidential funds are spent without the usual itemized disclosure, which is why the liquidation rules in Joint Circular 2015-01 exist. The OVP's 2022 release has been a flashpoint since the audit first questioned it. This story follows Pulpulitiko's continuing coverage of the impeachment trial, where bank records and the Vice President's SALN have been laid out side by side.

Sources

Daily Tribune, Raffy Ayeng, "Palace presses Sara to explain P73-M confidential fund disallowance," Oct. 9, 2026 — https://tribune.net.ph/2026/10/09/palace-presses-sara-to-explain-p73-m-confidential-fund-disallowance

","published","2026-10-11T22:17:45.660187Z","2026-10-11T22:17:45.660494Z
"0001-01-01T00:00:00Z",[92,96,100,104,108,112
"83344c09-b581-44f3-b4c2-f559f80ad92c","Malacañang","malacanang
"3879f7fa-8cac-4184-be49-928fc982b0db","Commission on Audit","coa
"901cdc6f-a9d9-46fb-af48-4f9bb3869754","Accountability","accountability
"acf463fc-8856-4899-9138-0f39356d9088","Sara Duterte","sara-duterte
"3ec88030-9e12-4df8-b66c-d5d9910b3bc1","Confidential Funds","confidential-funds
"19ec4e82-0fbb-46f8-8caa-1ff99465e614","Public Spending","public-spending",[117,125,133,141
"9e448deb-0d9b-4d03-affa-b7109948c8d8","duterte-impeachment-coa-auditor-125-million-confidential-funds-11-days-august-2026","COA Auditor Testifies VP Duterte Signed Report Certifying ₱125-Million Confidential Fund "Accomplished" After 11-Day Disbursement","Former COA intelligence-funds auditor Roderick Wamil told the Senate impeachment court the Office of the Vice President's liquidation papers lacked the activity-level detail required under COA rules, as prosecutors wheeled in 15 boxes of confidential-fund records.",6,"2026-08-03T11:58:32.385249Z","2026-08-03T11:58:32.386221Z
"faea4786-f8a2-4b7b-a187-a8c13404bc54","ovp-deped-audit-query-instead-of-aom-confidential-funds-wamil-august-2026","OVP, DepEd Aides Asked COA to Downgrade Any Confidential Fund Findings to an Informal "Audit Query," Auditor Testifies","A former COA auditor told the Senate impeachment court that Vice President Sara Duterte's chief of staff and a DepEd official asked auditors in September 2023 to issue a softer "audit query" instead of a formal audit observation memorandum if they found deficiencies in ₱612.5 million of confidential fund spending — a request auditors rejected because it had no basis in COA rules.",2,"2026-08-05T07:09:31.177129Z","2026-08-05T07:09:31.177977Z
"8d2d1134-01c6-449a-8530-ea176f8f99e2","coa-auditor-ovp-confidential-funds-presumed-personal-use-impeachment-august-2026","COA Auditor Tells Impeachment Court Unliquidated OVP Confidential Funds Are Presumed "Personally" Used Under Audit Rules","State auditor Roderick Wamil testified that COA's own guidelines create a legal presumption that ₱375 million in confidential funds Vice President Sara Duterte's office failed to properly liquidate were used for personal benefit — as the Senate impeachment court prepares to hear three more witnesses this week.",1,"2026-08-10T13:01:29.618416Z","2026-08-10T13:01:29.619327Z
"df337147-6e7c-4ded-84cd-03edb5d7cd1e","duterte-impeachment-volunteer-prosecutors-bubble-bath-july-6-trial-june-2026","Volunteer Lawyers Join House Impeachment Team as Prosecutors Mock Duterte's 'Bubble Bath' Defense Ahead of July 6 Trial","Ten volunteer private lawyers, led by veteran litigator Lorna Kapunan, have joined the 11-member House prosecution panel for Vice President Sara Duterte's impeachment trial, set to begin July 6.
