put the monthly increase at ₱217 billion, bringing the stock to ₱19.6 trillion, and the Daily Tribune likewise reported the August figure at ₱19.61 trillion. Subtracting the ₱217-billion increase implies an end-July stock of roughly ₱19.39 trillion, in line with a ₱19.39-trillion figure the Tribune reported on October 2.\u003C/p>\n\u003Ch2>What the numbers say, and what we could not confirm\u003C/h2>\n\u003Cp>Three outlets agree on the headline: a new all-time high and a one-month jump of more than ₱200 billion. That is about ₱7 billion added for every day of August. Pulpulitiko could not retrieve the full text of the Manila Bulletin and BusinessMirror reports, so we are not reproducing the split between domestic and foreign borrowing, the exact portion of the increase attributed to the exchange rate, or any Treasury official&#39;s comment. Those details are unverified here and are left out rather than guessed.\u003C/p>\n\u003Cp>What the headlines do establish is a point worth sitting with: part of the growth in what the government owes is attributed not to new spending decisions but to the peso&#39;s slide, because dollar-denominated obligations cost more pesos to carry when the currency weakens. Nobody in government chose that line item, and nobody in government appears able to stop it.\u003C/p>\n\u003Ch2>Context: the same week, the same pressures\u003C/h2>\n\u003Cp>The record comes as the House prepares to pass a ₱7.2-trillion 2027 budget. As Pulpulitiko reported on September 29, the Department of Budget and Management projects debt will reach a record ₱21.479 trillion in 2027, with ₱1.114 trillion — 15.9 percent of the budget — earmarked for interest alone, and DBM conceded refinancing will cost more. Simple arithmetic puts the gap between today&#39;s ₱19.61 trillion and that 2027 projection at about ₱1.87 trillion.\u003C/p>\n\u003Cp>The fiscal picture around it is not reassuring. Pulpulitiko reported on September 27 that the August budget deficit nearly doubled to ₱161.3 billion, taking the eight-month gap to ₱1.05 trillion, 21 percent wider than a year ago. And on September 23, ANZ Research forecast the peso could sink to a record ₱64 to the dollar by year-end, with no comment from the Bangko Sentral ng Pilipinas at the time. A weaker peso, on the logic reported this week, makes the debt pile heavier still.\u003C/p>\n\u003Ch2>Analysis\u003C/h2>\n\u003Cp>This section is analysis, not reported fact. A debt that grows ₱217 billion in a month while the budget gap widens and the currency slips is a debt that is hard to talk about as &#34;manageable&#34; without numbers attached. Officials routinely point to debt-to-GDP ratios when pressed; the readers paying the interest bill might reasonably ask how much of the 2027 ₱1.114 trillion is the cost of last year&#39;s borrowing and how much is the exchange-rate drag the Treasury cannot control. Neither question has been answered in the reports we could access.\u003C/p>\n\u003Cp>The Treasury, DBM and BSP have not, in the coverage reviewed, offered a plan for slowing the monthly accumulation.
