The public will judge which once the amendments come out.\u003C/p>\n\n\u003Ch2>The number leadership wants you to notice\u003C/h2>\n\n\u003Cp>The headline figure in the House's own messaging is the size of "unprogrammed appropriations" — standby spending that can be released only if extra revenue or financing materializes, and which critics have long treated as a discretionary pot. The proposed 2027 line is ₱111.984 billion, or 1.6 percent of the total expenditure program. According to the Star, that is the lowest proposed share since 1991 and the lowest at the National Expenditure Program level since 2019.\u003C/p>\n\n\u003Cp>House Appropriations Committee Chair Mikaela Suansing said, as quoted by the Star, that "the 2027 budget is El Niño ready. We will do our best." House Minority Leader Marcelino Libanan acknowledged fiscal discipline, saying the opposition recognized "the reduction in Unprogrammed Appropriations" and appreciated "sustained scrutiny," while urging protection of essential investments.\u003C/p>\n\n\u003Ch2>What the reporting does not say\u003C/h2>\n\n\u003Cp>The Star's report, the only account of the wrap-up this run could read in full, does not say what amendments were adopted on the floor, how much was realigned between agencies, or whether any insertions were made in the Department of Public Works and Highways' budget. It also does not say what "El Niño ready" is backed by in peso terms. Those are the questions that matter, given that a low unprogrammed line only tells readers about one pocket of the budget, not what is tucked inside the programmed portion.\u003C/p>\n\n\u003Cp>Reading the Star report alone, the ₱112-billion figure is also a claim from the budget's own sponsors. Whether it holds after the Senate and the bicameral conference committee have had their turn is the real test.\u003C/p>\n\n\u003Ch2>Context\u003C/h2>\n\n\u003Cp>The House vote lands in the middle of a broader fight over the credibility of infrastructure spending. Pulpulitiko reported earlier this week that Senate reviewers flagged 7,107 DPWH projects worth ₱251 billion for data anomalies in the 2027 budget review, and that the impeachment trial of Vice President Sara Duterte is expected to give way to Senate budget deliberations by mid-October. A separate Pulpulitiko report on the August deficit noted the national budget gap had widened to ₱1.05 trillion for the first eight months of 2026.\u003C/p>\n\n\u003Cp>Analysis: A smaller unprogrammed line is a genuine and welcome change if it survives the bicam.
