Tension erupted at the House Committee on Suffrage and Electoral Reforms on March 3, 2026, when Minority Rep. Erwin Erice of Caloocan City unleashed a pointed attack against President Ferdinand Marcos Jr. during a hearing on the long-stalled Anti-Political Dynasty Bill.
In a spirited floor speech, Erice drew a pattern of what he called presidential inaction, citing three specific pledges Marcos had publicly committed to but allegedly failed to follow through on.
"Alam nyo, sabi ni Presidente Marcos priority nya magpakulong, dahil dito sa flood control. Nagawa nya ba? Hindi, bola lang!" Erice said, his voice rising before the committee. ("You know, President Marcos said his priority was to build more jails because of this flood control. Did he do it? No, just empty talk!")
"Sinabi ni Presidente priority nya yung independent commission. Naipasa ba? Hindi, bola lang!" ("President Marcos said his priority was the independent commission. Was it passed? No, just empty talk!")
He then turned directly to the centerpiece of the hearing — the Anti-Political Dynasty Bill — and charged that Marcos's expressed support for the measure was no different.
"Ngayon, sabi nya priority nya anti-political dynasty. Alam na alam nya yung meaning ng dynasty sapagkat kaming dalawa ang author nung kauna-unahang batas na merong provision ng anti-political dynasty bill." ("Now, he says his priority is the anti-political dynasty. He knows full well the meaning of dynasty because the two of us were the authors of the first-ever bill that had a provision for an anti-political dynasty bill.")
Erice also warned that the bill as currently framed would undermine the constitution itself: "Binabastos natin ang essence ng konstitusyon kung ipapasa natin itong bill na ito." ("We are disrespecting the essence of the constitution if we pass this bill.")
He capped his remarks with a direct, unvarnished rebuke: "Bola lahat! Bola noon! Bola-bola, Marcos!" ("Everything's just empty talk! Empty talk then! All talk, Marcos!")
Committee Chair Intervenes
Committee chairperson Rep. Mamintal Adiong Jr. attempted to interrupt Erice mid-speech to remind him of proper parliamentary decorum. "Your Honor, please direct... if that's an objection, you don't need to explain your objection, you just say you object," Adiong interjected.
The exchange highlighted the growing friction between the minority bloc and the administration-aligned majority in the lower chamber.
Removal from Minority Post Follows
