During Senate interpellation, Escudero argued there would be &#34;no violation of the Constitution&#34; in fixing officials&#39; terms at five years, framing the measure as a technical adjustment rather than a disenfranchisement. Senate President Sherwin Gatchalian, asked separately about the bill&#39;s prospects, was blunt about how little suspense is left: &#34;Pinadala na namin kay presidente, and sa pagkaalam ko walang balisa&#34; — that he doesn&#39;t expect the president to lose sleep over it, signaling no veto is anticipated. Comelec\u003C/em>, established that ordinary budget or administrative concerns are not sufficient grounds to postpone a constitutionally mandated election — has invoked his own precedent against this bill. He dismissed the government&#39;s stated justifications, including references to global conflict and rising commodity costs, as pretext: &#34;It would not affect our elections. Is there war in the country? Are people dying?&#34; Macalintal went further, accusing lawmakers of &#34;politicizing&#34; the right to vote to protect incumbent barangay officials ahead of the 2028 elections, arguing that politicians later tell village officials the delay works in their favor — building political obligations they can collect on when the national campaign starts.\u003C/p>\n\n\u003Cp>The National Citizens&#39; Movement for Free Elections (Namfrel) raised the same concern in a formal statement opposing an earlier version of the bill: that regular elections are &#34;not an administrative convenience the State may suspend when budgets tighten,&#34; and that stretching officials&#39; terms to five years without &#34;a single fresh mandate from the electorate&#34; erodes local accountability. Namfrel specifically flagged the alignment between the new 2028 election date and the next presidential race, noting that barangay officials are the country&#39;s most effective campaign mobilizers — a detail that makes the timing, in the group&#39;s words, look less like fiscal prudence than political convenience.\u003C/p>\n\n\u003Cp>Youth advocates raised a different objection. Nestie Villaviray, founder of the Model Sangguniang Kabataan Network, argued the postponement would trap reform-minded young officials in what she called a &#34;toxic&#34; political environment for an extra year, discouraging exactly the kind of youth leadership turnover the SK system was designed to produce. &#34;Higit kailanman, ngayon kailangang maiparinig ang boses ng kabataan,&#34; she said — that young people&#39;s voices need to be heard now more than ever.\u003C/p>\n\n\u003Cp>None of that criticism changed the vote count. This is also not the first time the timetable has moved: in August 2025, Congress already pushed the barangay and SK polls from their original December 2025 date to November 2026. If Marcos signs the new bill, or simply sits on it, the officials elected in October 2023 — the last time barangay voters actually cast ballots — will end up serving five years without facing an electorate, a term length normally associated with the presidency, not the village council.\u003C/p>\n\n\u003Cp>The timing creates an immediate wrinkle on top of the legal objections: the certificate of candidacy filing deadline under the now-postponed election calendar was set for Sept. 28, just days after the bill reached the Palace. Neither Escudero&#39;s office nor Malacañang has said publicly what happens to that deadline, or to candidates already preparing to file, if the president has not acted by then. Pulpulitiko found no statement from the Commission on Elections addressing the gap between a still-unsigned law and an election calendar that, on paper, is still running.\u003C/p>\n\n\u003Ch3>Context\u003C/h3>\n\u003Cp>Barangay and SK elections were last held in October 2023. The August 2025 law had already pushed the next polls from December 2025 to November 2026; the new bill pushes them again, to November 2028, and converts the four-year term set under RA 12232 into a five-year one going forward. Namfrel&#39;s objection draws directly on Macalintal v.
