Debt Payments "Plunge" 88.5% to ₱76 Billion — Because Principal Fell Off a Cliff; the Interest Bill Is Still Up 17.5% for the Year","Treasury data show January–August debt service of ₱1.44 trillion, with interest up to ₱686.5 billion, while outstanding debt hit a record ₱19.61 trillion and a ₱167-billion retail bond sale adds to the pile.","
The headline number fell 88.5%. The number that actually recurs every month, interest, went the other way.

The Philippine government paid ₱76.12 billion in debt service in August 2026, down 88.5% from ₱664.72 billion a year earlier, according to Bureau of the Treasury (BTr) figures reported by The Philippine Star (Aubrey Rose Inosante, Oct. 12). Read quickly, that looks like relief. Read the breakdown, and it is mostly a calendar effect: principal repayments collapsed, while interest payments rose.

Where the drop came from

Per the Star's account of BTr data, amortization (principal) in August was ₱10.5 billion, down 98.3% from ₱601.62 billion a year earlier, and was paid entirely to external creditors. The report attributes the drop to lower domestic amortization payments. Interest, by contrast, was ₱65.62 billion, or 86.2% of the month's total, up nearly 4% from ₱63.12 billion.

Interest to domestic creditors rose 21% to ₱56.12 billion, including ₱29.19 billion on fixed-rate Treasury bonds, ₱21.09 billion on retail T-bonds and ₱5.84 billion on T-bills. Interest to foreign creditors fell 43.3% to ₱9.49 billion.

The eight-month picture

For January to August, total debt payments were ₱1.44 trillion, down 6.4% from ₱1.54 trillion. Amortization was ₱756.32 billion, down 20.9%. But interest was ₱686.48 billion, up 17.5% from ₱584.15 billion. The Star reports that 70.5% of the year's programmed debt service has already been settled, against a 2026 total of ₱2.05 trillion. Outstanding debt reached a record ₱19.61 trillion as of end-August.

The Star, citing the DBM's FY 2027 Budget of Expenditures and Sources of Financing, lists 2026 programmed interest at ₱995.61 billion and amortization at ₱1.05 trillion. Eight months in, interest has used up about 69% of that interest program.

And the borrowing continues

The Star separately reported on Oct. 10 that the government raised ₱167.25 billion from its RTB-32 retail bond, a 2.5-year bond maturing in 2029 with a 6.875% coupon, far above the initial ₱30-billion target and the ₱150-billion projection at launch. The BTr said proceeds would support government budgetary requirements; the paper listed education, health, infrastructure and agriculture among intended uses. The government plans to borrow ₱892 billion domestically in the last quarter of 2026 and ₱2.73 trillion for the full year, ₱1.92 trillion of it domestic.

Analysis: Strong retail demand is good for financing certainty, but a coupon near 7% on newly issued debt is a cost that shows up in future interest lines. A one-month fall in total debt service driven by amortization timing says little about the burden; the interest line is the one to watch.

What is still unknown

The Star report quotes no named official, and neither the BTr nor the Department of Finance offered commentary on the interest trend in the coverage reviewed. It also does not explain the schedule that made August 2025 so heavy with principal payments.

Context

Pulpulitiko has tracked the 2027 budget fight and the slump in infrastructure spending; the interest bill is the fixed claim on every peso those debates are about.

Sources

The Philippine Star, "Debt
